Standard Issue?

When military equipment is designed and made it always conforms to a standard pattern.  It is carefully regulated in terms of the materials it’s made from, its design and how it works.  These things are important because if you issue something to person in our Armed Forces it’s good to know that the item will behave in any enviroment. For the Royal Marines this will apply to everything from a Landing Craft to a pair of gloves.

Of course it doesn’t always work that way.
